Overview GovCIO is on the lookout for a Senior Subcontracts Administrator (Specialist/Lead) to enhance our collaborative and client-focused Subcontracts Team. This is a fully remote position available to candidates across the United States.
Responsibilities As a Senior Subcontracts Administrator, you will oversee the complete life cycle of subcontract management for designated programs. Your responsibilities will include, but are not limited to: - Supporting proposal activities and negotiating agreements such as non-disclosure and teaming agreements. - Preparing solicitation packages for subcontractors and assessing their proposals. - Conducting price analyses and negotiating contract terms and conditions. - Awarding subcontracts and managing their administration, including resolving issues and overseeing closeout activities. - Supporting the Veterans and Enterprise Technology Solutions (VETS) sector. - Formulating strategies for competition and negotiations, while also managing subcontractor and supplier performance. - Ensuring all subcontract files are thoroughly reviewed and comply with the Authority to Operate, as well as with all relevant contract requirements, company policies, laws, and acquisition regulations. - Utilizing your strong interpersonal and communication skills to effectively collaborate with various functions and suppliers to address complex issues. - Reviewing prime contract awards to ensure necessary documents and clauses are accurately communicated. - Working closely with cross-functional leaders to ensure that subcontracting activities align with prime contract requirements and operational goals. - Addressing procurement issues that may impact performance and monitoring supplier compliance for timely deliverables. - Advising leadership on procurement strategies and resolving any performance or quality issues with suppliers. - Undertaking additional tasks as assigned by management.
Requirements To qualify for this role, you should possess: - A Bachelor’s degree in a related field along with 8+ years of relevant experience, or a Master’s degree with 6+ years of experience. Additional relevant experience may substitute for educational qualifications. -
Experience with Contractor Purchasing System Reviews (CPSRs) and a strong background in subcontracting, particularly in negotiations and performance management. - In-depth knowledge of federal subcontracting regulations, as well as negotiation techniques. - Familiarity with FAR and DFARS guidelines. - Preferably, experience with Deltek CostPoint ERP and proposal support activities. - Proficiency in Microsoft Office applications, including Excel and Word. - Strong business insight, management, and leadership capabilities. - Excellent multitasking and time-management skills, with an aptitude for prioritizing tasks in a dynamic environment. - Robust analytical and problem-solving abilities.
